The "compromise" model that was established in 2021 was referred to as a "Thin Veneer". The intention was that each of the three villages has its own "Village Committee" - in which the councillors who form that committee have devolved responsibility to manage their own village's budget and expenditures. Matters that require "Full Council" approval for legal or statutory reasons were to be dealt with by Full Council.
This model could have worked - but only if councillors and officers had wanted it to. Those who said it would never work have been proven correct.
It is clear that this model is not being followed in the day-to-day operation of the Council and that the amount of real devolution of decision-making is negligible. Money continues to be wasted on contracts over which there is no oversight. Decisions are constantly debated and re-debated and £200k of our money is spent annually on the costs of a centralised administration before any services are provided to residents.
This well-intentioned "compromise model" has failed the residents of Windlesham.
