The proposal; is that each of the three villages will have full control over its own budget and expenditures, which will be managed by its own group of councillors.
Electoral Commission rules mean that Bagshot will have 6 councillors, Lightwater 7 councillors and Windlesham 5 councillors. This is based on the relative populations of the three villages.
Importantly, the village of Windlesham will be re-united and managed by its own group of councillors.
This proposed model avoids the addition of new overhead / administrative costs.
The existing office and centralised team can continue to provide support to the councillors for each of the three villages and all three villages will be able to benefit from economies of scale that can be found by contracting centrally for certain services.
